Title I and Family Engagement

Our school is proud to be a Title I School, which means we receive federal funding to support all students in reaching academic success. Title I helps us provide additional resources, small group instruction, family engagement opportunities, and programs that benefit the whole school community.

Being a Title I school means we are committed to partnering with families and the community to ensure every student thrives.

What is Title I?

Title I is a federal program that provides additional funding to schools with higher numbers of students from low-income households. These funds are used to help all students succeed by providing extra support in reading, math, and other essential skills. In Rockingham County Schools, all K–5 schools receive Title I support based on the percentage of students receiving free or reduced-price lunch.

Parent & Family Engagement Policy

Rockingham County has adopted a district wide Title I Parent Involvement Policy (Policy code 1320/3560) that can be accessed by returning to the home site and clicking on Board of Education.

We believe that families are essential partners in student success. Here's how we work together:

  • Family Representation & Input

    • Parents serve on the School Leadership and Improvement Team.

    • Parents are encouraged to attend and participate in PTO and Title I meetings and family engagement events.

    • We share meeting minutes and updates on the school website for transparency.

    • All parents are invited to complete the annual Title I Parent Survey to provide feedback.

  • Flexible Opportunities to Connect

    • Open House, family events, and parent-teacher conferences are scheduled at different times to meet family needs.

    • Every parent is expected to attend at least one fall conference.

  • Workshops & Resources

    • Parent and teacher workshops are offered to support student learning and provide helpful resources.

    • Grade-level meetings increase understanding of curriculum standards and testing expectations.

  • Volunteering & Involvement

    • Parents are always welcome to volunteer, visit classrooms, and join in school events.

    • We create events that include social interaction and fun for the whole family.

  • Support for All Families

    • We work closely with all district departments, Migrant Education Division, ESL and EC teachers, and other support staff to ensure all students and families have access to the resources they need.

School-Parent Compact

Every year, parents, students, and teachers sign a School-Parent Compact to show our shared responsibility in helping each child succeed. This compact outlines goals and commitments from each party to support learning and growth throughout the year.

Annual Title I Meeting Information

Each year, our school hosts a Title I Annual Meeting for families. This meeting explains what Title I is, how it supports students, and how parents can get involved in planning and reviewing the school’s Title I program. Meetings are held at flexible times and often paired with Open House or PTO events to encourage participation.

Rights of Parents under ESSA

As a Title I district, Rockingham County Schools must meet federal requirements outlined in the Elementary and Secondary Education Act (ESEA) and the Every Student Succeeds Act (ESSA). These laws ensure transparency and accountability in teacher qualifications and student achievement.

Parents Have the Right to Know:

  • The professional qualifications of your child’s classroom teacher

  • Your child’s academic achievement levels on state assessments

  • If your child is being taught for four or more weeks by a teacher who does not meet the state's definition of "highly qualified"

  • The school’s Parent and Family Engagement Policy, and to provide input on its development and improvement

  • How your child’s school is performing academically

School Performance and Report Cards

To learn more about your child’s school performance, please visit the North Carolina School Report Cards website. These reports, published by the Department of Public Instruction (DPI), are typically available each year in November or December. Additional school-level updates can also be found on each school’s website.

How Title I Funds Are Used In Our School

Comprehensive Needs Assessment

All Title I schools must complete a comprehensive needs assessment that drives all aspects of school operations.

  • School reform strategies must be implemented to address the identified needs.

  • All instructional staff, including paraprofessionals must be highly qualified according to the criteria set by ESSA.

  • There must be high quality and ongoing professional development for staff to  address the needs of the school.

  • There must be strategies in place to recruit highly qualified teachers and place them in areas of greatest need.

  • Family engagement is a critical and integral part of day-to-day operations in a Title I school.

  • Strategies are in place to aid in the transitions between academic grade levels, as well as school levels, i.e., pre-school to kindergarten, elementary to middle, and middle to high school.

  • Teachers are actively involved in the use of assessments and instructional decisions are driven by data analysis.

  • Title I schools develop specific instructional activities for students identified with the greatest needs.

  • Title I schools coordinate and integrate resources and services from federal, state and local sources.
