RCS Important Updates
Statement Regarding Moss Street Partnership School
After extensive deliberation, UNC Greensboro and the Rockingham County Schools Board of
Education have agreed not to pursue renewal of the Memorandum of Agreement and lease for the
Moss Street Partnership School (MSPS). The mutual decision was made in part to address capacity
constraints within Rockingham County elementary schools and to accommodate the Board of
Education’s desire to maximize the utilization of current facilities and resources. MSPS will
continue educational operations for the remainder of the academic year ending June 30, 2023.
To comply with legislation passed by the North Carolina General Assembly, UNCG collaborated with
Rockingham County Schools and the Moss Street community to launch MSPS — one of nine UNC
System Lab Schools that were opened to provide enhanced educational programs to students in
low-performing schools and to provide a unique training ground and innovation space for future
teachers and school administrators.
“We are proud of the work and progress being made by MSPS teachers, administrators, and
volunteers,” said UNCG Dean of the School of Education Randy Penfield. “Though Rockingham
County Schools and UNCG will not be renewing our partnership at MSPS, we share many joint
programs and initiatives and look forward to continued collaboration.”
“We highly value our partnership with UNCG. Our history of working together is characterized by
flexibility, commitment to excellence, and a student-first mindset,” said Rockingham County Schools
Superintendent John “Shawn” Stover. “This transition of the MSPS back to RCS is another example
of this spirit of cooperation that characterizes our partnership. We look forward to working with
UNCG to ensure a smooth transition that builds upon the base they have established.”
UNCG and the Rockingham County Schools Board of Education are working together on an orderly
and amicable transition plan that prioritizes students and teachers. Details related to the progress
of the transition will be communicated transparently with our constituents and stakeholders as
they become available.

All questions submitted will be reviewed by both UNC-Greensboro and Rockingham County Schools personnel. Responses will be added to the joint FAQ document as questions are received.
Board of Education SPECIAL-CALLED Meeting Announcement (February 2)
The Rockingham County Board of Education will convene a Special Called Meeting on Thursday, February 02,
2023 at 11:00 a.m. The special called closed session meeting is for the purpose of discussing Moss Street
Partnership School Transition, confidential student matters, Confidential Personnel Matters and attorney client
information. Portions of this meeting will be held in closed session. The agenda for the Special-Called session is below:
February RCS Board of Education meeting scheduled for Monday, February 13
The Rockingham County Schools Board of Education will hold its February monthly meeting on Monday, February 13, 2023 at 6:00 p.m. in the downstairs Boardroom at Central Administrative Offices, located at 511 Harrington Highway in Eden. The public is welcome to attend the meeting and provide public comments. The agenda for the Monday, February 13 meeting will be linked below when it is available.
February RCS Board of Education Work Session scheduled for Monday, February 27
The Rockingham County Schools Board of Education will hold its February Work Session the afternoon of Monday, February 27, 2023 at 12:00 p.m. at Dillard Academy, located at 810 Cure Drive in Madison, N.C.. The public is welcome to attend. The agenda for the February 27 Work Session will be linked below when it is available.
RCS 2023-24 Draft Calendars available for public review and public comments
The draft RCS Traditional, Dillard Academy, and Rockingham Early College High School calendars for the 2023-2024 school year are now available for public comments. The draft calendars are posted for public review and public comments beginning on January 10, 2023, until the Rockingham County Schools Board of Education meeting on February 13, 2023.
We have added required workdays and early release days to accommodate the legislated/required Science of Reading professional development training for all K-5 teachers, staff, and administrators. Based on feedback from the RCS Calendar Committee, we have added additional protected early release days that are reserved for teacher use during the year.
North Carolina Calendar Law requires districts to start school for students on the Monday closest to August 26. For review, we have included the state of North Carolina school calendar guidance and policy that must be followed in creating school district calendars.
After public feedback/Board review/discussion, the three RCS calendars will be presented for approval at the Rockingham County Schools Board of Education meeting on Monday, February 13, 2023.

Literacy at Home: Digital Children's Reading Initiative
In order to provide continuing support for North Carolina’s youngest readers, The North Carolina Department of Public Instruction Office of Early Learning has developed and released “Literacy at Home.” This digital resource provides literacy activities at each grade level, pre-kindergarten through fifth grade. Families and communities may access this resource for activities that specifically target the literacy skills of phonemic awareness, phonics, fluency, vocabulary, reading comprehension, and oral language. When children grow in each of these foundational areas they are well on their way to becoming proficient readers.

School-Age Childcare - Serving RCS Students K - 6th Grade
Our Programs all hold at least a 3-star rating from the Division of Child Development and operate under the supervision of a principal, program administrator, and program specialist.
All Sites consist of a Director, Group leaders, and Subs. All Staff are required to complete regular training and are up to date on all health and safety standards.
We offer a wide range of childcare options, including before, after, and all day care; as well as teacher workdays, and summer care.
Annual Registration/Supply Fee: $55
Before School Care: $4
After School Care: $10 per day
All Day Care: $20

Parental involvement is critical to a child's education. That's why RCS has provided a user-friendly web application to help parents and families become more involved in education. Parents can check their attendance reports, grades, and other items from any computer, any time using PowerSchool. To set this up, you must go to your school for privacy issues! The data manager will help you with your username and password and will provide an instruction guide!
RCS and UNC-Greensboro offer Teacher Residency Program

Rockingham County Schools is partnering with UNCG to offer a Teacher Residency Program. Please see the important details regarding this opportunity at the link below.
Individuals selected must currently have an undergraduate degree with a GPA of 3.00. Individuals will receive a $40,000 stipend to complete their Master's Degree over the course of 18 months. In exchange, applicants agree to teach in Rockingham County for three years. Opportunities exist for elementary and secondary content areas as well as Exceptional Children areas of study. Individuals currently teaching are not eligible for this program, as this is a recruitment opportunity designed to recruit new teachers into the profession.
